ABSTRACT

Digital finance has become a significant component of India’s financial transformation, influencing the manner in which individuals, households and enterprises access, use and manage financial services. The rapid expansion of digital banking, mobile-based financial services, interoperable payment systems, FinTech platforms and digitally enabled government payments has created an increasingly interconnected financial ecosystem. This study examines the role of digital finance in promoting financial inclusion and its potential contribution to inclusive growth in India. The study uses a secondary-data research design and draws primarily on the World Bank Global Findex Database 2025, which provides nationally representative financial-inclusion and digital-connectivity data for 2024, together with official statistics published by the National Payments Corporation of India (NPCI). The analysis examines account ownership, digital payment usage, account activity, digital connectivity, financial barriers and the expansion of UPI. The evidence indicates that India’s account ownership rate reached 89% in 2024, demonstrating substantial progress in formal financial access. However, only 54% of account owners reported making or receiving digital payments, indicating that access and active usage remain distinct dimensions of financial inclusion. The study further identifies digital literacy, affordability, connectivity, trust, cybersecurity and unequal access to technology as continuing challenges. The paper argues that digital finance can support inclusive growth by reducing transaction barriers, facilitating formal financial participation, improving payment efficiency and creating new opportunities for households and enterprises. However, transaction expansion alone should not be treated as evidence of inclusive growth. Greater emphasis is required on meaningful usage, financial capability, consumer protection and equitable access.
